Its called a windscreen bearing.
sometimes its filled with blinker fluid.

It's called "Why spend $30 on a camera mount when I can spend a bunch of hours fabricating a complicated mounting system that bolts across my bars and looks like crap?"
Just kidding. It looks like it would pass tech for a trackday as long as it is solidly mounted.
Thanks for the "fairing stay" info. I'm just wondering if one is made for my bike because I think I broke a mount for a screw that holds a small piece of plastic on the underside of the front cowl...right where it looks like the fairing stay on that bike is mounted.

Pretty sure the 97-07 YZF600 all have internal fairing braces which run up the inside of the cowl (as opposed to an external fairing stay which attaches from frame, arches up over triples and attaches to the top corners of the front cowl). Pre-97 YZF600 featured the external style.
I assume you're trying to figure out what mount you broke and what you need to replace/fix it? Here's the parts fiche...
