Did a little riding this weekend to try out my new shorty levers and saw no fork oil anywhere.

I was told that if oil can get out then air can get in and the forks can "pump up ". I'd at least get new seals.
Normal is an illusion, what is normal to the spider is chaos to the fly.
That's not where fork seals leak. Looks like bad o-ring in the cap to me. Should be a simple fix. What year/model bike?

I don't think Honda sells parts for that cap, you need to buy the entire cap from them for 33 bucks. I'd try to take it apart and see if it can be fixed with a new o-ring, or set up a camera to catch the guy that's putting drops of oil on your fork caps while you're not looking.
It's more likely to be brake fluid from an over filled brake fluid reservoir than a leaky fork top. When the brake fluid heats up too mu ch (or if there is water in it) it can expand and spray out of the cap onto the fork tops and top triple/windscreen etc.
