Now muffler bearings go all the time.
Do them yourself if need be

About $300 including parts. Go with stock honda or all ballz tapered roller bearings.

Duct tape, and plenty of it. Steering will feel kind of tight at 1st, but that's ok cuz it will second as a steering stabilizer.
Unless water got in there and corroded them they almost never go bad.
If someone went APE tightening them then they could be damaged.
Either it feels REAL loose or with the front wheel up you can feel a notchyness when you turn the handle bars from side to side.
Dissasemble
Clean and check bearings
Grease pack I always use marine waterproof grease
Tighten assembly a fair amount then move wheel back and forth a few times
Without disturbing anything loosen then tighten to 1 to 2 foot pounds like finger tight thats all.
Finish assembling
Wheel should move smoothly with just a little drag
