Remove front fender?

How do you remove the front fender from a 04 ZX-6r? I took the two allen screws out and tried to move it and it will not move. Am I missing something or am I just stupid?

A lot of times H you have to remove the front wheel and drop the fender down...

Annoying as hell... but a lot of my bikes have been that way...
