I just got my captive spacers for my 675, and I was fitting them to the front wheel when a springy band popped out from under the seal. What is the purpose of this band? I can't get it back in, is it necessary? Do I have to replace the seal now?

Yes, you should replace the seal. I'd be willing to bet that if the spring popped out, some other parts if the seal have been mangled as well.

I never actually ended up removing the seal, so I am not sure how this spring popped out, maybe it was already on its way
the spring holds the rubber tight/snug up against the axle, you need it. Though, thinking about it, if the wheel bearings are sealed bearings anyway all its doing is keeping water and dust out of the area. I think Chipper is right though, the rubber part is probably messed up which cause the spring to pop out.
