    Foot Patrol Officers Increase Enforcement on ATV Riders in City
    Worcester, MA (April 24, 2015) - On Wednesday, April 22, 2015, two Worcester police officers assigned out of the Operations Division foot patrol were walking in the area of Woodland and Kingsbury Streets. At approximately 5:00 PM, the officers observed a 4 wheel ATV being operated by a male, later identified as Emanual Andino, 28-years-old of 11 Kingsbury Street, Worcester. The officers observed Mr. Andino operate the ATV at a high rate of speed on Kingsbury Street. The ATV was being driven in a reckless manner causing vehicles to use evasive measures to avoid a collision.
    The two officers were able to catch up to Mr. Andino and ordered him to stop and dismount the ATV. The officers were informed by Mr. Andino that he had just purchased the ATV but could not provide documentation to prove the sale or his ownership. The officers were unable to locate a Vehicle Identification Number on the machine.
    Due to increasing complaints of ATV usage in the city, particularly in the Main South area, the footbeat officers have been working closely with members of the Environmental Police to address the issue. In this particular case the officers called for assistance from an Environmental officer who has extensive knowledge on ATV’s. The Environmental officer arrived at the officer’s location. It was determined that the VIN had been grounded off of the frame.
    The ATV was towed from the scene and will be held at the towing facility. The Environmental Police Officer will assist the officers in attempting to locate the lawful owner of the ATV. In the meantime, the ATV will remain impounded.
    Mr. Andino was placed under arrest and charged with Operating a Recreational Vehicle on a Public way, Negligent and Reckless Operation of Recreational Vehicle, Operating an Unregistered Recreational Vehicle and Disorderly Conduct.
    Recently, officers working out of the Community Impact Division were informed during several neighborhood crime watch meetings of the nuisance that the off road riders were causing throughout the city neighborhoods. As a result, several officers from the foot patrol division went to special training in addressing ATV rules and regulations. The classes were held by the Environmental Police. The Environmental Police will offer their services when needed. They will also provide assistance in attempting to locate owners of recovered ATV’s when ownership becomes an issue.
    This spring, as the weather improves, foot patrol officers will be increasing ATV enforcement throughout the city. The city does not provide designated areas that allow the use of ATV’s in public areas.

    The main south area and the "valley" have been had people who ride dirt bikes and ATVs (most of them stolen) since I moved here. Lots of chop shops and many bikes can be found buried in back yards.
    Glad to see they are going after them.
    Honestly any move against crimes I support.

    But I also think they city officials should pay attention to another line in tbis article too, the one that says:The city does not provide designated areas that allow the use of ATV’s in public areas. maybe time to change that too? Don't we have too many golf courses? Convert just one...

    We wouldn't want to make too much noise. Don't want to bother all the unemployed people who stay home all day!!

    I'm pretty sure not one person riding a dirt bike or ATv on public streets is doing so because they want to be "legit" but don't have a place to ride.

    These are criminals who find dirt bikes and ATVs to be bad ass, easily stolen, easily hidden transportation.

    I've seen this in Boston as well. It is really just a little piece of urban terrorism.

    I see no charges about the theft of the ATV or receiving stolen property if he goes that route.

    Once they determine the bike was stolen, I'm sure they'll bring charges.

    The big question, was there any black Explorer paint on the tail of the quad??
