dont wear shorts or t shirts
school busses will be strated at 4am so that they are properly warmed up for the kids
hypothermia sets in in 40 degree weather so be sure you are prepared for temps below that
schools will turn the heat up
careful of CO when turning up furnaces
and in the event the temps hit below 20 schools will close

most of us are happy to see 40 degrees plus mid winter

down here its like they dont even register temperature

And as far as Texas and cold is concerned, they shut down cities when it snows a little or they have freezing rain, since their DPWs aren't equipped to handle it. No salt and sand supplies.

My mom lives just south of San Antonio and there was one event a few years back where every highway in SA was considered closed when they had something like 1200 accidents in the span of 1 hour.
