Officers in different levels of undercover operations are given different amounts of leeway to look the other way in order to infiltrate organizations. It all depends on the level of the investigation.
I am under the impression that he was not undercover at the time and is a member of the club overtly. In which case he's a fuck and should be in prison.
I think he's a fuck regardless of his status.
I wasn't there and I don't know what his mission was, so I don't know what his thought process was. I can only imagine that his life could have been threatened as well if he had blown his cover at that moment.
