slab is probably 8 inches thick at the most, maybe 24 inches with the footing together. there is absolutely no reason to have a slab that thick. most house, basement slabs are only 8 inches. look at the boots of the guys in your picture, about ankle height, assuming around 4 inches, with the rebar in the middle, 8 inches sounds about right.
there is tar/sealant applied to the outside of the wall, then foam board is put on to help insulate. helps keep ice/water from pushing into the concrete too much and help insulate it to keep it from cracking. should be backfilled with sand to help water drain, on top of perf. pvc pipe, with some 3/4 or 1 inch stone around it, wrapped in fabric for a footing drain.
my family has a construction company (gramps/dad/bro work it). I've helped/worked on foundations, septic systems, curtain drains, slabs, precast boxes etc...

if you measure what's exposed, you aren't getting the true slab thickness. You'd be measuring the footing along with the slab, or as in the south side of your slab, its a little thicker because there is no footing. so to speak, the footing is poured into the slab similar to if you had a floating slab.
floating slab constructions would be probably 12-16 inches on the outer edges with hoops of rebar as a "makeshift" footing. they will also pour the concrete on top of foam board to insulate the floating slab as well, similar to what they did on the sides of your foundation.
I can see where the footing was and how much covers the footing now. Should of had them poor on top of foam huh?
