Has anyone been failed for levers that had some light rash on the ends?
Looking at a pair of used CRG's that look like they were used as a kickstand.

No. My bike passed tech with rashed levers. I think they might object if they were broken and had pointy ends. But then even I wouldn't roll a bike through tech like that.
. . . . I've passed tech (and continue to do so every weekend) with rashed levers.

I've passed tech with broken foot pegs which I would think pose a bigger risk than levers. You're good with rashed lavers.

I'm not sure they allow unrashed levers.
If you have any concerns, take a file and make sure they aren't excessively rough. I cut the end off a Brembo lever on purpose, made it smooth-ish with a file and had no issues with tech.
I have also passed tech with a rashed leverbut wanted to see whether or not things have changed in the years since I last raced.
Won't bat an eye.
I've seen worse out of the box from some chinese brands...
depends on the cause of the rash. they will fail you with a rash caused by ebola or the zika virus...
